Localinpty - Ongoing bad experience

I was recommended by a friend that used this tour company. They had good things to say. However, this was my experience. First, we connected on Instagram. Victor started talking about sports team hats. I’m from Tampa Bay, FL. He verbalized that, “.he already had a hat from Tampa Bay”. It had seemed like he was going to ask me to bring him one. I brushed that small red flag off. We made plans for tours, but then he connected me to someone else to do a tour that he (Victor) was supposed to do—because he was too busy opening a hotel, supposedly. Then, the one day I used Victor to go to the San Blas islands ran by his indigenous tribe, the problems started for me. The driver from this indigenous tribe, of which they are the only ones that can take people across their border I’m understanding, took me to the other side of Panama to the San Blas Islands was supposed to pick myself, and then others, up at 5 AM. I was outside of my resort, waiting at 5 AM. The driver did not show up until almost 7: 30 AM. Needless to say, that was a huge inconvenience, and I should’ve just not gone at that point. Then the driver was going so fast on a very twisty road, that a couple people needed to pull over so they could throw up. Also, the border patrol going across the border into the indigenous territory pocketed $$$5. from each of us. We were told it was $$$15., but they kept the full $$$20 we each gave them. One of the passengers mentioned it to them, and they lightly laughed. When I arrived, I told Victor I did not want that driver to have any of my money, yet he explained that it didn’t work that way with them, that maybe it would if it was in Panama City they would offer a refund, but all they would do was get me a different driver back. During my time on the San Blas islands, the owner of this company, Victor, then commented that he liked the towel from my hotel, and wanted it—outwardly asking me for it. I said I wasn’t comfortable with that. He also made a comment that he liked my hat. When getting back on the boat to go meet a new driver, I was told that I could sit up in the front seat. I had left my hat on the boat further back. I remembered my hat on the way back to my hotel, and messaged Victor, asking him if he could get it to the guide I had used most of my time in Panama that was taking me to the airport in the morning—who was always on time. I was told he was too far away. I think where I live in the United States is even further away. I left Panama on October 13. It is now over a month later. Victor stated, strangely, that some friend of his was going to come to United States in a couple of days and mail it to me so, “I did not have to pay.“?? I think I paid enough for poor service with the driver already, losing 2 1/2 hours of my day that I feel I should have a refund for my lost time, and it should not my responsibility to pay for my own hat to be returned to me. Then after weeks had passed, the excuse was DHL was closed due to protests in Panama. There was plenty of time to get this hat mailed to me beforehand. This was just one day. I certainly cannot recommend this company after my experience. I don’t understand how someone who can afford to supposedly build a hotel needs to steal someone’s hat.
